This has been mandated by the EU regulations. They force manufacturers to make the car use the battery as a priority. You can tell this was not the intention as in earlier software and in other markets it does not do this, and the descriptions of the items sort of allude to this. The “Initial” mode used to be worded as something like “Emergency” mode and was meant to be used only in cases where you really needed access to that extra bit of battery.

If you mod the car you can change this, but it will not be “fixed” by the manufacturer due to the regulations.
